It's the DM's prerogative to decide that a person must have proficiency in a certain skill to attempt a particularly difficult task. I would do this sparingly; setting a DC is the main way to set difficulty. #DnD https://t.co/YLn10dB2B4

That’s not what I meant. Something like “This monster wears plate but its AC is only 17 because …” The Dungeon Master's Guide makes it clear that monster stats are often ad hoc. See "Creating a Monster" (DMG 273–83).
