You use the needle which becomes the tattoo, yes. Probably a tattoo artist involved in the creation of the needle and its tattoo. Magic tattoos that work like normal tattoos are a gigantic nightmare for a number of reasons, so we'll see how this approach takes.

With this approach to tattoos, a combination of reskinning spells (tattooist supplies are artisan's tools, artificer friends) and features is a snap.
If you want to double down and design a unique subclass around the concept of tattoos distinctly, you still can, of course.
