The skill challenge rules feel robust enough to handle simple combats, so I think they are hitting the notes I’m aiming for. Idea is to allow for a quick combat system where the PCs are certains to win, but system determines cost of victory or complications.

Why not include the option of complications or costs EVEN if players win?
That way the drama is ramped up! yes, that is the intent! Assumes they win, test is to see how cleanly.
