Finally, is there any connection between Siberys and the Silver Flame? The latter seems too embedded in the material plane The Silver Flame IS embedded in the material plane. It was created by the sacrifice of the couatl, who are native celestials.

Mythologically the couatl are said to have been created by Siberys so there's a sort of connection there; it's ultimately energy of Siberys.

Kythri is certainly a valid choice, but if you're specifically dealing with "Elemental Evil" I'd make them demiplanes in Khyber.

The catch is that in Eberron magic is a science. At the current stage of development it takes a dragonmarks to control elemental vehicles.

If you choose to advance elemental science to a point where you don't need a dragonmark you could, but that would impact Orien & Lyrandar.

I believe the 3.5 sourcebooks are available on the DM's Guild, and both the City of Stormreach and Secrets of Xen'drik books are great.
