How rare is it amongst Wizards to be able to cast high level spells in Toril. There are a lot of powerful canonical wizards, but I’ve always assumed for every one of them there are probably 20+ wizards who can barely cast 2nd level spells. Is that a fair assessment? Fair, indeed!
You need access to a spell to learn it, and usually training/tutelage to survive experimenting with it unscared enough to ever try casting it again.
