If I understand it correctly, there are weapon attacks and there are spell attacks and that covers all attacks. So if an attack isn't one, it's the other.

Maybe say “every attack currently.” Wouldn’t want to limit design space (i.e. to balance a psionic character of necessary) This distinction is built into the core. Psionics work within that framework.
