With the wizard Spell Mastery can you choose two first lvl spells but have one be at cast as a 2nd lvl spell?

@magalor42With the wizard Spell Mastery can you choose 2 first lvl spells but have one be at cast as a 2nd lvl spell? I don't think it breaks anything, but I'd allow a player to do it with a caveat that I might retroactively veto the call
