Is Waterbreathing spell useful for the Cold/Wet environment?

@Mazoshi1987Waterbreathing spell. Q. This does nothing for the Cold/Wet environment though right? How would you use this in your game? when I've run it, i've allowed it to extend basic protection to gear and against pressure and cold
