You have a character who wants to use a Hand Crossbow in one hand and a rapier in the other w/ Crossbow Expert.Do you add your dex mod to the crossbow shot, or does it count as dual-wielding?

hypotetically: i have a rapier in my main hand and a hand crossbow in the off hand; Attack action with the main hand, crossbow expert kicks in, bonus attack with hand crossbow; the round after that i can’t shoot with my crossbow because i needed a free hand to reload. correct? Strictly as written, that’s correct.
