What was the reason for the small attribute bonuses/penalty of race choices?

What was the reason for the small attribute bonuses/penalty of race choices? What would you do to get greater divergence #dndWe wanted them to have a noticeable affect, but too big a bonus might make it so that one race was too obviously best at one class
