The bump at 5th for damage I always thought was by class, is that right?

Quick question @mikemearls. The bump at 5th for damage I always thought was by class, but on @DnDBeyond it’s by total level. Is that right?
Is this the bump for cantrips? Believe that refers to character rather than class level
