Does “ensnaring strike” reduce to 0 the movement of a creature using “fly” ?

@JeremyECrawford does "ensnaring strike" reduce to 0 the movement of a creature using "fly" spell? PHp191 calls out fly as exception.

@weracketeer so if you “ensnaring strike” a creature w/ “fly” cast on them, they’re restrained in place but don’t fall? That's a correct reading of the rule.
