Is there a difference between “restoring” and “regaining” hit points? (Chill Touch keeps targets from “regaining” hit points.) Can you give me an example of an effect that "restores" hit points?

I’m just finding what seems to be equivalent and therefore confusing language.
Mass Heal: “You restore up to 700 hit points…”
Healing Spirit: “you can cause the spirit to restore 1d6”
Healer Feat: “restore 1d6 + 4 hit points”
