Can we use Dispel Magic to counter the use of a Rod of Rulership?

@kevetoileCan we use Dispel Magic to counter the use of a Rod of Rulership, and if we can, which spell slot must we spend ? only if the rod is used to cast a spell, iirc – level is then spell level #wotcstaff
