Only if you’re surprised, which explicitly says so as an exception to normal play. 🙂 Yes, a number of exceptions can deprive you of the ability to take reactions.

@JeremyECrawford Also, with Rapid Strike: You sacrifice advantage for an additional weapon attack. Can the additional weapon attack have advantage? Or can neither attack benefit from advantage? I assume the latter.
