@Timothhyhey, I was wondering if a creature is hit with two rays of frost during the same turn does the moment debuff stack? #D&D yes, they would stack.

It says the effects from the same spell cast multiple times don’t stack under combining magical effects. So a sorcerer using quicken would not stack but 2 wizards casting Ray of frost would. Correct?
