For D&D I like to make character sheets for all my villains and outline their motivations just like regular player characters. I imagine there are two groups reacting to each other. The players and the NPCs. Sometimes their goals align. Sometimes they grow in opposition. Darth Vader has a goal. That goal is to bring order to the galaxy at any cost. That included betraying the Emperor, turning his children to the dark side, destroying worlds. Darth Vader believes he is the hero.
