Since the Thief subclass gets the Use Magic Device feature at lvl 13, which ignores class, race and level in the usage of magic items… Would such a character be able to pilot a Lyrander Airship without a Marked Storm Heir? It seems plausible, yes. Consider that a 13th level thief is an extremely remarkable individual in the world of Eberron.
