A spell didn't even necessarily create it. Crafting a +1 longsword isn't a spell.
Casting magic weapon is, but that's not the same as creating a lasting magic item.

didn’t older edition have spells you needed to know to be able to maker certain magic items? Previous editions did require spell knowledge/casting for some magic items.
Previous editions also had general rules for dispel magic affecting magic items.
