The player group was surprised by enemies except 1 player, how would it be the rule for him to warn others? would you have to wait for his initiative? The non-surprised character gets to act on their initiative as normal. As far as warning others, it's dramatic, but without an ability or feature that specifically does something, it doesn't prevent them from being surprised.

It's a very general sort of scenario you're describing, but keep in mind that initiative order is an abstraction. Everything narratively happens very close to simultaneously, we break it down into turns so it makes sense as a game. 🙂

So while it seems like the unsurprised character could shout a warning to surprised characters who haven't acted yet, the shout, the foes attacking, the surprised characters being flummoxed, all happens at essentially the same time.
We just resolve them one at a time.
